Never, Nelson is top 5 in Cruiserweight (the best Brit there, has the most title-defences and was the last 11 years undefeated), Mills is just around 50 in Light-Heavyweight . Harrison yes and Burns likely too, Arthur maybe not. Even Peter Kane should be higher rated than Watt.
Johnny Hill is in my view all time top 20 in Flyweight. With Kane I agree, but I doubt that all of the boxers you listed are Scotish (Minter)... Most of these are unknown and possible don't exist.
It is very unlikely that Fitzsimmons can have had with 2 years inactivity/ lay-off and with around 40 more success than what he had few years before, when he was close to his peak. In their first fight was Jeffries totally unmarked, but he was a sportsman and said let him use plaster of paris, as before the second fight there already rumours about it. Nothing less it was illegal, against the rules (Queensberry). The proof that he did it is; they threw his gloves to the crowd when the team of Jeffries wanted to check if there was something in it, just after the fight (during shake hands). There seemd to be other opponent which suggested about this, as the rumor was previous the rematch, so it have to be grounded somewhere else. They just didn't fix it inna book and were made silent (it was hided from public) but I think it was a open secret and just new that somebody cheated this way. At least some of his Heavyweight contests have to be suspicious, if not the Middleweight days or the fight in Light-Heavyweight.

Though I haven't watched the draw vs. De Leon in 1988 (but that vs. Jones), but have some of the fights watched from 1998 onwards (against May in Germany even live). He was very slick and smooth; his style was compared with Vitaly Klitschko, as he used a similar defence (no double-guard) relaying on his reflexes. He was more skillful than Haye, especially defensive and had a better stamina (possible also chin).

He was very constant and had a pretty good technique; was 8 years world champion and I think next to Gomez the best, a little bit better than Mormeck and Schirow. He totally outclassed the high rated Carl Thompson (who stopped Haye when he was 40) and has more decent names in his record than David Haye: like Dominquez, who is all time top 10 in Cruiserweight himself (has a similar achievement as Usyk and Tiozzo there). I don't have him in the top 5, but like 7 to 9, as Eubanks and Honeyghan, appears very reasonable for me.

I think Petkovic was also undefeated, although that fight was close. What is impressive is that he kept undefeated for about the last twenty fights of his career. Eubanks or Froch also didn't fight permanent world class boxers, like the defence vs. Yussef Mack, who was before stopped by Andrade among others. Even Calzaghe has just a couple of elite wins, mainly around the end of his career, but defended before vs. Ashira (got knocked out by Masoe in 2 rounds before), Mkertchian and Pudwill among others.
