Golota was a weird one alright, I followed his whole career, I always felt he could/should have won a title. On reflection I think the two Bowe fights skew judgement a little of how good he actually was. He was good but obviously an unstable character and loose cannon who seemed to have major issues with his mental health. I would rank Pov 1, Tua 2 and Golota at 3 on that list. Bugner was a very talented boxer.

    They did? :dunno
He was part of the big unification tournament and it was against him Tyson became undisputed back in the day.
Tucker won it by stopping later Tyson conquerer 'Buster' Douglas, for the vacant belt that Spinks dropped because he didn't want to face his hardpunching mandatory, knowing he would likely lose.

Povetkin is the best to have not done so, both by H2H and by accomplishments. He was ranked top 5 by Boxrec from 2007-2021, and has been top 10 since 2006. Also, Norton never won a title fight. So probably

    H2H:

    Povetkin
    Ibeabuchi
    Norton
    Tua
    Schulz

    Accomplishments:

    Povetkin
    Norton
    Tua

And then it gets really close between them accomplishment wise imo.

Isn't Povetkin a former titlist? (therefore excluded from this)

And I believe Tua has more wins over former or future world titlists than any other HW that has never won a title (someone verify this), so I'd say him

I will lurk. He had some belt but is this belt considered as full World Title by fans, I do not know.
Wait a bit, I will link to his profile a bit later.

    There is his profile link.
How highly or not these belts are considered here, I don't know. Especially WBA, they does have a lot of different belts.

I'd consider him excluded, the WBA belt (despite how dubious and how many variations there are), is legitimate, or at least semi legitimate.

That's possible,,but I think Golota would have mentally folded after feeling Shavers power. As Emanuel Steward said of Golota,,,he's a loser

The WBA regular belt lost its value when the super was created for Haye vs Wlad i think. Haye was the last holder of it where it still had value.

Which is why I would include Povetkin and consider him also to the best.
