Was wondering about this today and as my boxing knowledge isn't the best thought I'd ask you guys on here.

In your opinion who are the best fighters never to win any version of a world title?

I think Willie Monroe and Bennie Briscoe would have won titles in the modern era.
Certainly from what I've read anyway.
In the days of eight weight classes and one or two belts(at most) per division, there are probably dozens if not hundreds who would win a belt nowadays.

I expect to see only primitive old timers on that list

Today there are so many organizations and belts and paper titles that any really good boxer should get a hold of at least one at some point.

Herol ''Bomber'' Graham fell short of a world middleweight title on a couple of occasions. I think he deserved the title against Mike Mccalum. He was UK's best fighter to never win a world title.

At Heavyweight, Ike Ibeabuchi had truly great potential, despite being raw & in need of significant improvements to his game.
