I suspect go something like this:

Tier 3 - literally no stimulants of any kind. A chicken and pasta diet all the way. These guys are at a huge disadvantage as they'll never get that extra 10 to 20% the could otherwise.

Tier 2 - Most common amongst top pros. Basically gaming the system by staying technically legal but against the spirit of the law. These guys have expensive teams who are forever concocting barely legal cocktails of stimulants and have a keen eye on when a particular compound is legal and likely to become illegal in the near future. It's my personal opinion that 80% of the top guys across all division are in this category

Tier 1- the out and out roiders who are just trying to make hay while the sun shines. Idiots, chancers and crooks.

I think there's another tier inbetween 1 and 2. The guys that take small doses of clearly illegal stuff to be able to mask or flush it, and/or go all out once in a while when they're sure they don't get tested for some time.
They won't have the full effect of the PED's but have a significant edge over the tier 2 and 3 ones mentioned.

    Canelo using Clenbuterol = 1.5

Miller using EPO + HGH is even worse than plain 'steroids'

Should be two tier difference between those two.

That’s true to an extent since richer boxers will have access to better stuff but allowing them to take what every they want is a better approach and would be more conducive to a level playing field than the sham system they are operating right now.

Canelo used way more than Clen, bank on it. Clean can help in masking the use of more illicit substances. When fighters climb weight classes and start resembing a sherman tank AFTER they have reached their physical peak, all the while mainting speed and improving power is all you need to know. How about Glenn Johnson icing RJJ when he was either close to 40 or after 40, and hed never ben a KO puncher or even accumulative puncher, and the prime of his career was from that RJJ fight onwards for about 5 years? I dont need a test to confirm to me he was dirty AF.

Canelo definitely was on a stack of goodies. Most likely HGH and some very androgenic steroids.
It´s obvious that his hairline receded in the last time, that´s one of the side effects.
