I have no theory on that. Maybe some have...?
There been some new cuban fighters making pro debut 2011 but none of them seems to have been near the elite level in Cuba. Socarraz is not in that category he came many years ago.

 

I think the Cuban Goverment is keeping them under lock and key since there have been so many defections in the last 3-4 years. If you look at the pattern it always happens every 4-6 years or so. The moment the Goverment relaxes and gives them a bit more freedom then they immediately decide to go for it and escape.
