He may not want to prioritise the WBA over the IBF out of fear that they might try and force a fight with Oquendo on him shortly afterwards to fulfil their ridiculous requirement to give Fres a shot. That would then no doubt result in him vacating their title too leaving him beltless.

I know that shouldn't matter but to some people it does. I'd also say Pulev is far from the worst defence I could imagine. I mean have a look at Deontay Wilder's idiots row of defences...
