Bhop needs a strong opponent or a strong storyline to do good numbers, Tito, Oscar, Pavlik, Pascal or his still fighting at a very elite level at his age. His Cagey style will never make him a cross-over fighter and his brashness turns people off and they really could not care if he wins or loses. If he didn't have the angle of being elite for so long his numbers would be even worse.
