    It's a hard division to decide because most of the greats didn't hang around.I'm sure Tommy only had four or five fights at 154 but he had a great reign.Norris or Winky have to be in there as well but outwith Tommy(and I know it's already been said) I think McCallum could be the best.As a 154 champ you could even argue that he had a better reign than Tommy.
    Tommy is more of an ATG but in this division I'd say McCallum was the best champ.
    H2H I'd probably pick Tommy by a pube.

    I didn't include Tito,just because he only had a few fights at that weight but in saying that,I dont know who would of beaten him at lightmiddle/welter in his prime,theres no better finisher

    I got:

    1) the Hitman
    2) McCullum
    3) Winky
    4) Jackson
    5) Norris

    This is actually one of the Easiest divisions to rank, for tommy is clear number one with the body snatcher clear number 2. Winky/Jackson interchangeable and Norris number 5
