The consensus should be Hearns and McCallum at 1 and 2, with a pretty sizable drop off after that...

Many middleweight champs in days before 154 division came along fought at around 154.
    Since 1970's, Hearns and Leonard.

    Definite

    Hearns
    Leonard
    Griffith
    LMR
    McCallum
    Gavilan
    Robinson
    Duran
    Benitez
    Prime Whitaker

    Probable

    Mayweather
    Curry
    Jackson
    Billy Graham
    Napoles
    Dupas
    Carter
    Wright
    Burley

I say probably because there is certainly a situation where I could see Tito knocking off some of those guys, I mean the Jackson fight anything could happen there..Curry's durability issues could come into play...Napoles skin could etc etc.

    50-50

    Starling
    Forrest
    Cokes
Norris (literally if they fought 10 times I could see them splitting it 5 a piece)
Quartey (I always pick Tito in this one but I can see why people would pick Ike)
    Mosley
    Moyer
    Palomino
    Brown

A lot of the last list I would probably side with Tito if pushed but he is no means a lock for all of them.

I might be overlooking quite a few for at least the 50-50 aswell but no point going on with that, it's not really what you asked for.

Welterweight especially has a crazy rich history.
