There doesn't seem to be a real "accomplishments list" to make it in there, it's more about perception as anything else. Take Barry McGuigan for example, he was inducted more of his accomplishments outside the ring (Irish conflict) as he was for his feats inside (defended his belt a couple of times, nothing more).
Why does everyone have to mention Barry McGuigan in a negative sense when the Hall of Fame is mentioned. Barry was a fantastic boxer and worthy of the hall of fame
Not much. Look at some of the guys who in there. Ray Mancini? Barry McGuigan?? To say nothing of the THIEVES like Don King or Jose Suliaman who are in there.
