If we're talking belt holders as well:

    Wlad
    Lewis
    Smith
    AJ
Wilder (highest in terms of his hardest punch, but lower overall)

    If only lineal:

    Wlad
    Lewis
    Tyson
    Foreman
    Liston or Louis

Yep. The man could really punch. Bruno had him as the hardest puncher he faced.

Marvelous Marvin Frazier could fell a tree with his smash punch.

#1 Foreman he koed the best competition cleanly.
#2 Liston cleaned out the division before he got the title shot, so may not fit the topic.
#3 Tyson a deadly combo of speed and power.
#4Louis see the Tyson comment, but Joe Louis had better accuracy and punch placement .
    # 5 Lewis had dangerous power in his right hand.
#6 Marciano wasn't a devastating bomber more a attrition bomber
#7 J.Frazier see Marciano can be flipped between the two.
#8 W.Klitschko hugh man, excellent power.
#9 M.Baer excellent power, without steroids or supplements.
    # 10 A surprise one Tommy Morrison. He couldn't do much else, but his left hook may have been more dangerous than Frazier with one shot.

Walcott faced a shopworn Louis whose right hand was going and a prime Marciano when he himself was coming off the rails.

Which means that Rocky was an attrition puncher. Gotcha.

At his best... against the meager lot he faced.
