Technically, the answer is Horus Williams, the man who draw the original map of Philadephia and merged it with the map of the United States of America. He's the man who put Philly on the map.

First off, Stallone is not a B movie actor. Second, The City of Philly did not erect a statue of Stallone. That statue was made specifically for the movie. They gave it to the city afterwards.
