We had a thread about this a while ago; we decided the IBF wasn't ranking Kessler because of money... Kessler would not have fought an eliminator for the IBF if he could fight for the title straight away, for the WBO. If they had ranked Kessler, he would only have turned his back on the IBF and fought for the WBO instead, losing the IBF some face. But if he had been ranked for the IBF title shot, without having to fight an eliminator first, there would have been less money for the IBF. So the IBF would have lost on both counts - either face or money.
