Probably Gene Tunney off the top of my head. Jimmy Young was pretty skilled too. I'm sure there's more.

Not to be disrespectful, I'm a young dude but Gene didn't look spectacular on film I've seen. Can you elaborate?

    What do you call "skills"?

Tunney was a great counterpuncher with excellent footwork.

Toney was limited at heavyweight because he was a fat slob who refused to do roadwork. He was brilliant in the pocket with a cagey defense and excellent countering but when even a limited large power punching heavy got to him, in Peter, he didn't have a whole lot of answers. You need to move against those giant. Toney like to pitch a tent and work on short real estate.

How come he gave Holyfield a hiding? Was Evander past his best? or good style match-up?

Are we talking about skills over quality opponents that turned into wins because that would disqualify Tunney (wins over rusty Dempsey & Long count) limited and shallow and Toney who lost most of his heavyweight fights (was robbed in his almost KO DQ loss to clumsy Rahman)

I would have to go with Ali based off his wins over Liston and Foreman or in reality Joe Louis, he was the most skilled combo puncher of all and king of the rematch. I would say Louis then Ali for skill and evidence of it by the virtue of proof

No love for Tyson? He had unbelievable skills for a HW.

Apart from Joe Louis and Ali I am guessing we will be picking former lightheavyweights like Charles, Tunney, Walcott, Patterson, Ellis, holyfeild, Moorer, Toney, Byrd.

However, Holmes and Tokyo Douglas might be worth mentioning.

Tyson had skills but he showed inexcusable lack of imagination when he became confused against Douglas. The best part of being skilled is to able to fall back on the skill when it all goes wrong. Work that skill into solving a problem. Plan B, plan c etc. Tyson lost faith in his skill when things got hard. He just stood there waiting for somebody to give him a KO win. In other fights he refused to use it altogether looking to throw bombs one punch at a time. The other skilful heavyweights would not do this.
