My pick for the most underrated, or at least underappreciated champion/titelest in history, is Horacio Accavallo. On a scale balancing quality of record vs how high profile and highly rated they are today, I feel Accavallo, along with many others, have a better argument here than Calzaghe, who incidentally, I was a big fan of.

An underrated champion IMO or maybe better called unmentioned? Juan Carlos Gomez he did a solid job at 190lbs and Fabrice Tiozzo is another “solid” champion I’d like to mention if only just to get there names out there.
