The WBF and IBO are pretty much on par as titles that hardly mean anything. If it's outside the WBC and WBA, they're not worth bringing up. I would argue that Tsyzu is better than Eubank P4P, but they're both food for the elite fighters in their division, just like the first Liam Smith fight proved for Eubank and the Bakhram massacre proved for Tim.
I am not claiming CEJ is the best fighter ever or making outlandish claims about him like @MidniteProwler does about Tim who has been ruthlessly exposed. As for the IBO CEJ has it and it’s been worn by very good fighters. The champions make the belt not the other way round. The WBO was spoken about disparagingly once upon a time. Remember when Julio Cesar Chavez Snr then unbeaten and 3 weight division world champion and then Junior Welterweight Champion was asked if he would consider moving up to test the waters at Welterweight by fighting for the WBO belt a confused Chavez asked “What is a WBO”?

Difference is Eubank had an immediate rematch with Smith and beat him up proving Smith win in the first fight was a fluke. Timmy wants no part of Bakhram.
An over-the-hill, overweight Smith turned up for a quick payday in the second fight. Any fighter getting flattened by Liam like that is not a world-level fighter, even if he did avenge it.
