First hit was a warning. The second shot means Ortiz is a moron for not making an effort to put his hands up to defend. During an interview he said the reason why he looked at Cortez was because he heard the referee yell out a command. But as you can see in the gif Cortez didn't appear to utter a word. Vic also says he doesn't remember the second hug/apology which he shouldn't have given.

If FMJ had thrown those shots while Vic was on his knees I'd vote for him to be stoned to death. The punches were legal. Vic is a decent fighter but he made a grave mistake. When you make a mistake against a world class fighter like Floyd he has every right to capitalize. It's not so much a cheap shot as it is ineptitude on Vic's part.
