He's not obscure, though. He's been the WBO titlist at 154 for five years. He won the title from Daniel Santos and has defended against Sebastian Lujan and Joel Julio. None of those names are obscure. So that pretty much makes him someone you should know if you're coming off as a know-it-all, with bull**** like "Well nobody's ever heard of him, so he's not worth mentioning in the same breath as Martinez" with the unspoken addendum "...because I've seen Martinez twice on HBO so that makes him a somebody!"
He's just as obscure as Martinez was before he fought Cintron and Williams. Most non-casual boxing fans should know who he is. Wait, you know who Cintron is, right?
Because he's a tall, technically gifted southpaw who's amongst the best in the division? Not saying he necessarily would beat Martinez, but he has as good a chance as any and he's a tough match for anyone at 154.
Because in my opinion, he's at least as good as Martinez - he just hasn't had the same exposure yet. I'd definitely favour him to beat Williams and would like to see that fight made.

He probably neither fights Williams nor Martinez, since he seems bound to ShoBox, whereas the others have HBO affiliation.
I don't know...fighters jump from one network to another all the time. I don't think long-term binding contracts are all that common. Just off the top of my head, Kessler fought twice on HBO, and now he's a Showtime guy (obviously under contract now through at least the end of the Super Six...) - and Tim Bradley did a couple of stints on Showtime before switching the other way.
