I think people have realised how hard it is to fight the best, be technically undefeated and unify the division to become linear.
It's definitely difficult with all of the various "political" factions that dominate the current landscape, each looking for a way to mazimize their own worth, often at the expense of others. It also doesn't help when you have a reluctant "champion" like David Haye in the mix. If only Haye had the balls of a Lewis, we might be a step closer to having a unified champion. :smoke
