As far as I'm concerned Fury vacated his championship. Wlad v Joshua right now is not 1v2. If Josh beat Ortiz before hand then it would be, but we all know he didn't want that fight.
And what if he goes and fights somewhere anyway or appeals the ban and wins? I don't even understand the 18 month rule. It says : The Champion does not schedule a fight in any weight class for 18 months. The Champion does not schedule a fight at his championship weight for 18 months (even if he fights at another weight). The Champion does not schedule a fight with a Top-5 contender from any weight class for two years. "Does not schedule" ?? Fury WAS scheduled to fight Wladimir Klitschko twice this year, and pulled out in September, so he has 18 months from September to schedule another fight?
Wait a second! I didn't say Wlad vs. AJ in March 2017 will/should/must result in a new lineal champion. They do not constitute the #1 and #2 boxers at this point in time. I said the winner of Wlad/AJ could very possibly establish a new lineage next year sometime. Summer/Fall in a fight vs. Povetkin/Wilder for example, a fight of the #1 HW boxer vs. the #2 HW boxer. A win over Fury is NOT necessary if Fury is inactive/sidelined which appears highly likely at this point.

Okay. That's a possibility, yes. As far as Tyson Fury goes he'll remain lineal champion until he say he's not or until he loses.
So in your book if Fury takes a tune up vs. Charr in 2017. Then remains inactive until 2018. Then fights a rematch vs. Chisora in 2018. He stays lineal champion, from a single win in 2015 without ever defending it? That's ludicrous. The linear championship is VACANT as of right now. Fury let it go.
As long as he claims to be defending the championship when he takes those fights, yes, he's champion. Unless of course he makes a clear statement that he's not the real champion, or a definite retirement statement. And even then it's debatable whether a retired champion retains the right to lineal status if he comes back. Some of the champions of the past did exactly what you say, took 2 or 3 years off and/or fought unworthy challengers. Even legends like Jack Johnson and Jack Dempsey. Muhammad Ali was champion still when they took his licence away and he couldn't fight.
See so its open to interpretation. To some including myself Fury basically vacated the lineal title by declaring he does not wish to fight for the foreseeable future and he has lost all interest in boxing. He didn't vacate the belts (and therefore his lineal title) due to sanctioning body politics, not due to promotional issues and not due to any TV station contractual problem. But simply because he did not want to get his lazy behind in the gym, train and show up in the ring. Ali was the victim of political shenanigans and therefore most people did not believe he lost his lineal title.

Sanctioning Organization's "title" belts are *MEANINGLESS*. They count for NOTHING. Fury vacating them does NOT diminish his status as the Lineal and TRUE champion @ HW in the least..
So what if Fury doesn't announce his retirement, but simply stops fighting. He will remain the lineal champ how long? One year? Five years? 25 years? By your definition he will be lineal champion until his death. Which of course is ridiculous.
