It probably is, but with this kinda timespan compared to unofficial "retirements" which sometimes take years, it's a pretty harsh line to draw. Some still consider Hernandez the current lineal Cruiser champion for instance, because he never officially retired. And the TRBR would possibly have if they had recognized him as lineal in the first place (did they once?)
He did announce a retirement, I thought him v Cunningham in the rematch was 1 v2 but they never had him as champion. Maybe Huck was rated above both and it was actually 2v3.Erdei retired brefly also but sometimes it's hard tracking it down. Things were a lot different back in the day, the issue today is you have loads claiming to be world champion so you have to be black and white in terms of what's awarded and what isn't. Look how long it took Ward to announce he was leaving the division, same with Marquez at LW years ago. But then Floyd and Pac both retired the night of a fight and suddenly it's vacant again. The way I see it though, any official annuncement has to be taken as gospel. So Canelo says he's fighting Smith but then returning to MW, that isn't vacating a belt. Lack of announcement means benefit of doubt has to be given. The thing I keep telling myself is linearity isn't part of the problem, it's part of the solution. Works brilliantly in UFC and worked brilliantly in boxing for many years. Imagine today if no one at SBW could be called champion without first facing Rigo. Or at FW no one could be called champion unless they created a mini tournament to crown Pac's replacement. It would be much better. Yes men could hide behind their belt but with no alternative those they were hiding from would force the fight. Moore was ducked for years and eventually he accepted a £50 paycheck or something ridiculous like that, he wanted the crown that badly he conceded every point and made sure he would make it count in the ring. Of course Golovkin is a greater MW than Canelo, but without the fight he'll never be a true champion.
It will be interesting to see what they say about his return from retirement. The way I see it, it's no different to when Angott retired but then returned to action like a month later. He was considered to have vacated his title then.
Because if the day pac retired, Brook and Thurman signed for a fight the winner would bviously be the new champ.

Turns out it isn't always the case. I did some digging and most historians saw Holmes taking the lineal when he beat Ali, but Ali had officially retired so actually a new lineage had to be establised. Another case of lineage not being an exact science, and up to interpretation.
That's the question though. Was Holmes ever lineal? If we allow him how many championship claims suddenly get a lot weaker. Him and Sugar Ray Robinson are the two biggest weaknesses in the argument about lineage.
If they're gonna be consistent it must be considered vacated. Otherwise Pac is still lineal and Holmes was lineal from Ali. Fury announced hia retirement and that should be that otherwise what's the point of the rankings.
