Be real here, if Usyk wants to stay at cruiser little bit longer and defend his titles against the next WBSS winner for instance, he has to face Lebedev. Think about it what you will, but Lebedev is still the WBA Cruiserweight champion in recess, and can challenge Usyk whenever he wants. Of course it's all a big mess from the WBA with a Super Champion (Usyk), Regular Champion (Shumenov), Gold Champion (Goulamirian) and a Champion in Recess (Lebedev). With them probably having an Interim Champion running around somewhere too, but I don't know who at this time. If someone new like Tabiti wins the WBSS then there's an argument for staying, or if Briedis wins in decent fashion, but Lebedev is no challenge at all, and I'm saying that as a massive respecter of the old warhorse.
There's no point for Usyk to fight Lebedev. Because Lebedev will lose and say something like "Oh, I lost to a great champion!". Ok, we know this already...
He needs to move up, no point in staying at cruiserweight. Also I doubt this fight happens unless Team Lebedev can offer good money.
