Lebedev have stated that this fight with Usyk if happens will be his last.

“Our teams have started negotiations. I do not know how feasible this is, but there are plans. Today, Alexander Usik number one in boxing, - said Lebedev. - The more interesting it will be for me to try to beat him. The dream of every boxer to fight the strongest. Bad is the soldier who does not dream of being a general. I will go out with the desire to win - definitely. ”

“We should have a beautiful fight, because Alexander Usik’s style and my style are an interesting combination,” the boxer added. - I promise now to everyone that if the fight with Alexander Usik takes place - it will be the last fight in my career. I will definitely try to win it! And finish my career as a boxer. If Usyk wins, it is not a shame to lose to the best. ”

Be real here, if Usyk wants to stay at cruiser little bit longer and defend his titles against the next WBSS winner for instance, he has to face Lebedev. Think about it what you will, but Lebedev is still the WBA Cruiserweight champion in recess, and can challenge Usyk whenever he wants.
Of course it's all a big mess from the WBA with a Super Champion (Usyk), Regular Champion (Shumenov), Gold Champion (Goulamirian) and a Champion in Recess (Lebedev). With them probably having an Interim Champion running around somewhere too, but I don't know who at this time.

Still it's the reality, and Usyk would probably like a name like (a clearly faded) Lebedev on his resume, to make it look even more awesome.

If someone new like Tabiti wins the WBSS then there's an argument for staying, or if Briedis wins in decent fashion, but Lebedev is no challenge at all, and I'm saying that as a massive respecter of the old warhorse.

There's no point for Usyk to fight Lebedev. Because Lebedev will lose and say something like "Oh, I lost to a great champion!".
    Ok, we know this already...

He needs to move up, no point in staying at cruiserweight.
Also I doubt this fight happens unless Team Lebedev can offer good money.

I guess Usyk's team are hedging their bets. A Lebedev fight is better than no fight.
