I don't recognize the WBCs HW belts between 2005-2018 and they are both among the worst champs. But Maskaev proved he was on a fairly higher level than Stiverne IMO he just wasn't good for a champ. Maskaev didn't get to do a rematch of his only decent win for a world title and wasn't struggling against guys like Rossey, Herring and King who were narrowly above .500. Maskaevs concurrent struggles were against a much higher level of HWs on average. After winning his belt Maskaev won 5 fights, Stiverne won one against a 30-10 opponent who knocked him down. He really never proved he should have advanced to the world level much less a title shot and he lacked the impressive record against bad opponents that would have otherwise justified one. He was 6 ft 2. There was nothing that stood out about this guy unless you thought the world of Molina and Arreola.

When you look at the kinda guys who knocked Stiverne down the idea this is the guy who went the distance with Wilder is sorta laughable. The fact he was a mandatory is a double joke. People call Stiverne his 2nd best title defense because he was a champ and went the distance with Wilder. The only reason he should be ranked ahead of Arreola and Molina is that their high rankings enabled Stivernes rise.

Oleg was a hell of a lot better than Stiverne. Stiverne seemed more interested in keeping his pony tail hair do than winning fights.
Oleg was a lot better than Martin, Brezeale, Molina. Oleg just had a bad habit of getting clocked by big left hooks. But always came back to put a winning streak together.
He one punch KOed Rahman in their first fight, and curbed stomped him in the 2nd.
