A Miracle, a white esb from the UKt actually agrees on this issue...wha::happy ..but seriously, the UK is worse when it comes to racism in Sport (e.g. how many black managers in soccer's EPL, how many black boxing promoters, how many blacks on the FA soccer board, etc...now compare that to the US (not great but far far better):deal..this is what you call institutionalized racism which IMO is the greater and most dangerous racism there is (cause it can remain invisible).
Personally I think the lack of English managers in the English premier league is a greater concern rather then what colour they are. Its difficult for any English manager to break in no matter what colour. The fact that this racist institution as you see it has decided to choose someone of a different race (and major opponent) to take charge of there national side, sure is a certain sign of deep seated racism and xenophobia.
