Scouts identity LOTS of prospects in football (soccer to Americans), and they're cheap to sign and in wages precisely because loads of them don't make it.

Plus, look at what the best teams end up doing... They try playing the scouting game, but ultimately the vast majority of their best players are usually bought, and often because they're already proven.
