It was a banned drug when the tests were done. They should have been testing for it. Saying they didn't have the equipment or training yet doesn't really matter. Their job is to test for illegal drugs and they failed to do that (if that is what happened, we don't know). All you're saying is that they're incompetent, which again, would require investigation.
WADA didn't just come out Jan 1st and say that they we are banning Meldonium. Meldonium was being monitored because of the misuse of the drug for a year before it was banned. Athletes were told of this 3 months before WADA made the official announcement that Meldonium would be put on the banned substance list. Which is why they said that anyone caught in that 3 month window after Jan 1st could fight their failed test.
