Cooney's best asset was his punch but Parker has shown he knows how to avoid big shots for the full 12 like he did against Wilder and to a lesser extent Zhang (both of whom are probably bigger punchers than Cooney). Parker isn't the most skilled in this current crop of HWs, nor is he the heaviest hitter, but he is the best mover and is a well-rounded, technically proficient strategist who finds ways around his own deficiencies and highlights those of his opponents. Cooney never lived the life and had never been past the 8th against Holmes, and had only fought 2 pro rounds in as many years. I think the early rounds would be cagey but Cooney would start to gas and Parker gains control as he starts to school Cooney.
I feel like Cooney is a bit too ready to fight and a bit too fast for Parker to get a chance at winning. He was floored twice against the fossil footed Zhang and got off free against Wilder because he's not only declining but also gun shy. It either ends in a knockout or by a similar cut stoppage like Young. And I think that that version or Jimmy is more defensively sound than Joseph's ever been!
