Hearns at welter would be totally all wrong for Armstrong. They say styles make fights, but great physical advantages create disasters Hearns physical advantages of height, reach, speed and power and Armstrong style of being a pressure fighter and not being a 1 punch k.o artist against a fighter with the physical gift of Hearns would lead to disaster for him. Hearns within 4-5 rds tops.
5' 5-1/2" Armstrong was Featherweight Champ when he jumped up to fight 5'7" Barney Ross for the WW title. Obviously this Hearns fight is a total mismatch, as good as Armstrong is. 1938-05-31 : Henry Armstrong 133½ lbs beat Barney Ross 142 lbs by UD in round 15 of 15
I think Tommy could tag him enough before he got into range to stop Hank, maybe similar to the Duran fight ,if a bit longer.
All the comments are well thought out with ample evidence, and probably right. But if Hank gets through the first 7 or 8 rounds Hearn's would be in trouble later on. Still I make Hearns a favorite
