More importantly, Razor Ruddock wasn't rated when Lewis beat him?

Ruddock was considered the best heavyweight other than Holyfield when Tyson went to prison in 1992.

Also, Ibragimov never beat Liakhovich in '96.

Dokes was rated when Holyfield beat him. I believe Thomas was rated when he lost to Holyfield, too. Same with Adilson Rodriguez.

These PBO ratings sounds like a **** show, no offense. Not sure why you decided on them. :hang

Golota literally ruins Bowe in back to back fights. Fights a draw with Byrd for the IBF belt. Drops Ruiz twice and gets robbed of a decision for the WBA belt. And he isn't rated?

Holyfield fights Riddick Bowe three times in three all-time wars, fights Lewis two times, and for those five bouts he gets credit for one fight? The same as Wlad got for knocking out Calvin Brock? o_O On what planet is one fight with Calvin Brock the equivalent of fighting Hall of Famer Riddick Bowe three times and Hall of Famer Lennox Lewis twice?

You get zero credit for fighting the best and not winning.

No wonder I never paid them any attention. Not really an accurate representation of the times.

Good question, it is looking at the fighters who were champions since 1990. But I thought it wouldn't be a fair reflection if I didn't include his resume from the 80s.
I realise I didn't do this for Foreman, which I should have perhaps done. I was watching the interview of Manny Steward by @Rummy last night, and he mentioned how underrated Foreman is/was.
I suspect it is partly due to how many people seem to delineate Foreman's career between Young and Old Foreman (which I have done here), so I'll try to address it when I have time.

Edit: I have updated the entry for Foreman to include a version of him with his wins from the 70s

Lewis v Ruddock was a WBC title eliminator, it wasn't a title fight. This lists only championship level wins.

Thank you, you are correct about Ibragimov - it seems like there was a duplicate entry on the original database I was working from, where the Briggs win on April 11 2006, had been duplicated with Ibragmov.
None of these were Heavyweight World title fights. So they are not included.

It is not an issue with the PBO ratings, you have misinterpreted the premise of the list.
Golota didn't become Champion, so he is not included.

Just to be clear this is only listing champions and their wins. Regarding Klitschko's resume, you can only beat who is available in your era. I understand your point about Brock, and whilst I do agree with your sentiment, this is not an ATG ranking. I tried to make that clear in the thread title and OP.

Appreciate the time put into it. Always cool to see it categorized and broken down in different ways.

My apologies, I missed these comments.

These are really fair points. I would be more than happy to adopt them, if the resources are freely available to the public. Such as where can I find a historical record of Ring, Boxing Illustrated/International Boxing Digest ratings?

I understand that the PBO rankings were used by the IBO, but they are in a sense independent whether the rules they follow was constructed by one man or not. I'm not going to use IBO rankings prior to PBO records.

Joshua being 4th only behind Wlad, Lewis and Mike Tyson shows that while it’s interesting, it’s not super meaningful in isolation

    Charles Martin was a joke
I’m fairly sure Takam was elevated to top 10 only around the time AJ fought him before being dropped out again
Ruiz was considered top 10 only because AJ lost to him prior
Pulev was on the very fringes and just about considered 10th best by the public at the time AJ fought him, then instantly dropped out again

That’s why looking at current/former champions beaten, as well as outstanding contenders only, rather than just broadly top 10 opponents, is a better measure generally imo.
