If he hadn't screwed around so much in the ring, it might've been his knockout record Moore had to break. (Max Baer gets denigrated as a clown for what he was seen doing with Braddock, Carnera and Galento on camera, but Fox seems to have done a good deal more of it.) Take away that near fatal stabbing before Bettina, then Fox-Conn for the LHW Title would have been an interesting alternate scenario. Tiger is one of the more compelling contenders Louis did not risk his title against.
