Fighting Charlo would be two rungs higher up the ladder of guys he's fighting now, I haven't seen anything as of yet that would make me think Tszyu would beat Charlo, and if that fight is made it means Charlo doesn't think Tszyu can beat him either.

154 is currently one of weakest divisions in boxing, which is allowing Tim Tszyu to be considered a 154lbs elite fighter.

Its very difficult to consider any 154lbs boxer, including the title holders as Upper-Elite level boxers. If Tim Tszyu can dominate or KO Charlo then he will become an Upper-Elite fighter

Agreed that 154 is not very deep that is another reason I think that Tszyu will be a very big fight for Charlo.
Tszyu should beat Hogan and keep stepping up. I would heavily back Tszyu to beat the likes of J Rock who seems to crumble against big punchers and Lubin.
