Early 40s Louis stops him emphatically, although he could have difficulties. Late 40s Louis comes from behind to stop him. Witherspoon would certainly be a top rated contender. He could possibly beat Charles and Walcott. But it's not a given. Tim would have a good size advantage over both, especially Charles. But both could possibly win close decisions over him.
Depends. Early 40's Louis stops him. Witherspoon isn't a mover type that would keep Louis at bay. Louis is too quick handed and too great a combination puncher to lose to Witherspoon. Louis tko 10. Late 40's Louis probably loses a decision. I would slightly favour Witherspoon over Charles and Walcott but if he fights them multiple times, he probably loses once or twice. So yes, he would capture the title, dominate most of the division. If he can avoid early 40's Louis, he might even become the best in the world by the later part of the decade.
He might be troubled by Walcott or Nova He for sure loses to Conn, Charles As for the title, It would make for a crowd pleasing affair with Louis leading, and Tim getting a few good moments in throughout. Louis stops him between 6-8, likely after staggering and through an extended beatdown.

Providing he didn't have the toxic Don King destroying his focus Tim would have been successful during that decade.Of course Tim was highly unlikely to beat a prime Joe Louis but once Joe began to fade Witherspoon could well become World Champion. A focused Tim Witherspoon,able to concentrate on his career without being driven to despair by Don King,would be an extremely formidable fighter.
