He deserves more respect than he gets, but within reason. He obviously isn't a top welterweight on world level, but could still conceivably maneuver his way to some version of a world title (like the IBO in a rematch with N'Dou). How about Hatton-Jennings?
He is domestic class that can hang around a bit in europe. That is all. As for if he beat kel brook, he wouldnt ever. I seriously doubt he would even beat witter. But if he did, and then went on to beat mayweather, pacman and kiltschko. He could conceivably be the best ever

he aint no youngster, but he started boxing for the first time 12 years ago. he is gaining the experience now, and is in a physical peak i believe. i dont think he beats them anyways, my point is, if he wins his next couple of fights he talks about, it will be time to take him seriously.

Recent form puts him at fringe contender level. Cant see him beating Brook and would be surprised if he beat Witter. A decent domestic champ, better fighters should be fighting for the European welterweight chasmpionship though.
