Well in every division i've looked at so far the return of the champ has had mixed results: Louis reclaimed top spot immediately by smashing conn. The lhw division stayed through the duration title imo: bivins beat gus them won the duration title. He moved up and lloyd marshall won the duration title. He lost to moore who lost to charles who moved in 49 and then maxim restored parity by becoming the champ and being the best. In zale's absence murderer's row ruled the roost but by the time he returned they'd beat each other a handful of times whilst he knocked out graziano (to be precise lytell was the top man after beating burley and williams up until burley beat him before going inactive for a year) In the ww division robinson was pretty much regarded universally as the best from 42 onwards and it was accepted the champ was ducking him. However I see your point about leaving them years blank but then again the best active guys are fighting each other anyway so as long as the champ reaffirms his position (as louis and zale did) nothing changes imo. If the champ isn't able to do that then they aren't really worthy imo.
I don't see any great evidence to suggest Locche was ducked, not in the same manner that, say, Foster and Hagler were. They just didn't want to go to Argentina and face the kind of robbery Ortiz did when he fought Nicolino. So why is he rated top two years before he won the belt? Is it because he went on to prove he was the best anyway or because he beat Lopopolo in a non-title bout?
Was Ortiz definitely robbed though? In the tiny amount of footage available Loche looked to be controlling the action but boxing defensively
I've not seen this footage, where is it available? And is in cut from a Locche tribute or something? If so, this may just show his (apparent) brief successess. The decision was loudly booed by Locche's countrymen and the only fight report i've seen of it had Ortiz something like 9-1 (or 8-2 ahead).
It was a youtube clip posted on this site, it doesn't seem to be there now, so maybe it was a Loche highlight or maybe it's been taken down. Maybe you could start a thread asking about it as someone here posted it up? That sounds pretty extreme, could it be some scored it to Oritz on aggression and Loche's defensive tactics were unpopular? Or maybe just a homer decision.

Well, based on this post there's really no need if it lasts a minute or two. This is absolutely zero evidence that the fight was close when compared to a fight report and Locche's home crowd's reaction (especially when he was the darling of Argentine boxing, more popular than Monzon was). You could make a youtube clip of Ramirez looking good vs Whitaker if it only lasted a minute or two. The latter. Locche's defensive tactics were never unpopular with his countrymen. He was a much-loved fighter and always Tito Lectoure's favourite.
Fair points MDWC and FM, how many fight reports are there out there? If it was a PR newspaper/reporter, could it be biased?

Of course it could, but then can't any fight report you've ever read? The only fight report I have on the bout, was from Boxing Illustrated. But a least it's comprehensive, offers a scorecard (and the width of it, suggests a bad decisions to me), comments on the reaction of the home crowd and covers a whole fight, rather than snippets in a compilation on just one of the fighters. I once saw a compilation of Maradona's performance in the 1990 WC final and he doesn't look absolutely shite in it. I know this was unrealistic. :yep

My understanding of what you are doing is that you are identifying the premiere fighter in the division. They are and were not necessarily the recognized champions. BUT.... If you insist on doing lineages and refuse to recognize judges' decisions when you disagree with them then your version will be chaotic. If you refuse to recognize judges' decisions when they are blatantly horrible then you have will not only have to give Foreman that decision over Briggs, but you will also have to give Schulz that decision over Foreman and Tiberi the decision over Toney (etc., ad nauseum) and then you will find that your lineages will become heavy with righteous nonsense.
