    Duffee is clearly abusing the system, but if it can be proven that a fighter legitimately has low test levels, I think HRT/TRT should be allowed, as long as he is reguarly tested and never exceeds the normal levels, in fact he should be forced to stay at the medium to low end of the "normal range"

    The UFC doesn't make the rules on banned substances, the Athletic Commissions do; when they are abroad or a state without regulations, they use Nevada regulations.
