Personally, I've got Wills beating Burns. Stopping him between the 12 -15 rounds. Wills was a great heavyweight and he'd beat the smaller man.
Burns is perhaps underrated from a p4p perspective, but Wills an underrated HW with an incredibly deep resume and too big for Tommy.
I'd pick McVea, Langford, Jeanette, Bill Tate, John Lester Johnson, Jeff Clark all to beat Burns, let alone Wills.
