A fighter showed me this technique, when you throw the right hand turn your hand so your thumb is pointed down, this locks the elbow. It's like getting swatted with a thin stick, it doesn't land with much force ,but take that stick and poke it straight into you and it hurts

Sandy Saddler was a featherweight with a 70" reach. Heavyweight champion Rocky Marciano had a 68" reach. Humans come in weird shapes and sizes.
Many measurements are completely inaccurate, sometimes made up. But it is completely plausible that Hearns had 15 & 1/2" arms, & someone denying that likely does not know the ins & outs of measurements. Also 2/3 of the upper arm is normally triceps, even if we notice more the biceps & a high "peak" shape on them. First off, that number is not huge. Also Hearns will look bigger than he is for several reasons. For many it is small joints, for him the arms stand out against the relatively lean size of his body. Plus he is very low body fat-that almost by definition makes anyone look bigger than they are. Just like having more body fat will make your arm measurement bigger, I would estimate an 1/8" for each 5 lbs. of body fat. He also has long muscle bellies, which look impressive. But here below is a sense of what is typical or not for an adult male. Understand this applies to flexed but "cold"-meaning without any "pump" gained from excercising. 11" or below, pipe-stem arms, starvin' Marvin to underdeveloped. 12" undeveloped, smaller than average. 13" would be average if not for obesity, 13"-14" is average here in America. 15" larger than average. 16" is the old classic standard as a minimum for when a a gym rat will say you have "Big Guns". 17" very large. 18" huge by normal standards. 20" was the old benchmark for massive or World Class even by serious bodybuilder standards. The rough equivalent of a 500 lbs. bench press. But with PEDs that is routinely exceeded or even far surpassed. Arnold had 22" or so arms, And top bodybuilders & power-lifters often exceed that (the latter often in part due to much more body fat, & off season competitive body builders are ~ 1" bigger than when very lean). Some exaggeration is included in some cases. But to get above a 2' or so upper arm circumference, you would need great genetics, years of lifting-& likely a massive bone structure & be very tall. EDIT: I forgot the most essential part that can even circumvent the need for a huge skeletal structure: a big & effective drugging regimen/cycles over a long period of time! Various & sundry teroids, HGH, Insulin/IGF, potentiators... All of which I strongly oppose as terrible for health & deeply unnatural. Or, just inject something like "synthol" into your arms, an oil based substance, &/or put in inmplants, lol! 21"-24" is normal for HW serious competitive bodybuilders, & 24" has been claimed by some-Hulk Hogan, Lou Ferrigno I think, Ronnie Coleman.
