Kovalev was not sitting on the ropes when Weeks called it.

You can clearly see the ropes don't bend down (to accommodate Kovalev's weight) until after Weeks had ended it.

Weeks cannot call a standing count under American and IBF/WBC/etc rules. We don't have standing 8 counts: http://boxrec.com/media/index.php/Standing_eight-count

Kovalev would've had to go down completely, or at least take a knee for Weeks to call a count.
