I feel lists like this change gradually cause it really depends whose on your mind at a certain time.

 

I could only think of six off the top of my head:
Mike Hunter Sr. (had some good wins and was robbed multiple times against good fighters, very slick and awkward heavyweight)
Laurent Boudouani (at one point of time he was the best super welterweight in the world and he is rarely talked about)
Keith Holmes (very good middleweight, if he was in today's middleweight scene he would be undisputed)
Zack Padilla (I don't know why he quit, but if he hadn't, he would probably be inside the top 3 P4P rankings. Highest work rate I've seen)
Cristian Mijares (I don't hear his name mentioned, but at one point of time he was the man at super flyweight)
Ivan Calderon (minimumweight H2H #1)
