For me this a really hard division to find a top 15.

Is it filled with fighters who had their entire career there or those who just past through.

Example Pacquiao vs Hatton - one was the linear champion in the division and could maybe get into that top 15 just ... or is it the fighter who had just one fight there and looked amazing ?

I also have Floyd looking superb at 140 but he didn't really beat anyone down there (RIP Arturo).

Lastly I also struggle with having Kostya in the top 3 as I think he would have been annihilated by Oscar who again might not make the top 15 due to just having two fights there...

    Peace.

I feel Kostya was better than the overrated Oscar.

You could say Floyd was the best to ever fight in that division but Duran had a couple of fights at that weight and was said to be as good as he was at lightweight, except a little more cagey and then we saw what he did at the higher weight to Ray and Palomino, surely he would be able to also beat good or elite fighters at 140, only logical, but he never won a title at this weight. JCC has a good claim because of his amazing fight vs Taylor. (who was really busted up by the time the last round came) No way would Taylor have survived a 15 rounder vs Chavez, he was a mess. Pryor would have given Chavez a good argument, his offensive skills were something else, I think Whitaker vs Pryor would been a classic at 140lbs judging how well Pernell did vs Pinaeda who punched as hard or harder than Pryor. Kyosta would have given any of these guys problems and would have been dodged by Mayweather. So any of these guys could have been in the Top 15 or would have been in the Top 15 and they are all better than anyone else whoever fought at 140, Manny would have given then an argument also.

Just had look at Kyosta vs Gonzales and I think he`s better than the other guys I mentioned in my post here except Duran and Mayweather but Duran never won a world title at this weight, Floyd vs Kyosta would have been awesome here, the way KT doesn`t over commit to his punches is awesome and his balance was insane, that`s the difference between AJ and Wilder also. I would put Kyosta at No.1 at 140lbs.
