A few things to note; I tend to rate Ross more as a 140 and 147 pounder, and feel his stay at 135 was too brief to include him here. But with Hank, I'm mindful of those early Welterweight title fights, where he came in under the Lightweight limit, spotting weight to his opponents, but still being great enough to beat guys like Ross, Garcia, Arizmendi etc. He arguably deserved to be 2-0 against my #8 guy as well - so despite his very brief (on the record, at least) stay at 135, I feel Armstrong has to be in there. The rest, I imagine, seems pretty straightforward, perhaps until you get to #10. I have to admit, I ended up being kind of surprised that I had Angott there. He did score a lot of his best wins in non-title bouts, sometimes slightly above the 135 limit...But as these were generally against natural / career Lightweights in any case, I think he can get some leeway for that. In the end, his 3-0 and 2-0 ledger against Montgomery and Ramey swayed me to include him, but if others opted for the likes of Brown, Jack, Arguello, Welsh etc. ahead of him, I wouldn't complain.

I think you'd learn a lot of you opened your mind son. If Burley wasnt a good LHW, how come he beat your number 1? None title bouts or not, that doesn't mean a thing, for that matter you'd give Foreman no credit for Lyle or Fraizer rematch (just based on that fact) none to Bowe for Holyfeild 3, No credit at all to Sam Langford, Harry Wills or McVey and none to Archie Moore for the first part of his career (where he stacked up his résumé) You could learn a lot from me son, you just have to look past the intangibles like Age and wisdom. Also Ezzard Charles had a better résumé at 175 than Moore did, Champion or not. They beat similar names but Lesnivich ducked both and waited for Moore to age (that plan didn't work for anyone against Moore) and Charles to move up. Charles is must in a LHW top 10, let alone 40

This Top 10 thread have some very good answers .But only one Ra Al Ghul mention Sugar Shane Mosely. At LW he was beast with a record of 32 - 0 30 ko and eight title defenses. Only Roberto Duran and Shane Mosely has made the jump to WW ( without stopping for 140 lb Title ) and being successful and Mikey Garcia showed what a difficult task it is.
