I edited my list , Foreman went a few places down , he did prove he has no threat except of Jimmy Young and Ali (and I know most here ignore and some don't know the reasons to why Ali KOd Foreman)
Vitali went a few places lower too now but even today years after his prime it is clear he is threatened by no one , his brother is considered the only threat for him.
I demoted Leonard's place more significantly than theirs .

See my reply to Seamus about Duran and Jack Johnson avoided many threats during his reign , and had many decisions (instead of stoppages) over physically much inferior opposition . This was considered in the "achievements against opposition" part.

Joe Louis struggled against smaller men . Not the clearest sign of domination.

I ranked Foreman for his entire career.
He also avoided almost every serious threat in his comeback.
He avoided Tucker , Smith , Ruddock , Holmes (or did Holmes duck him ?) , Lewis , Bowe , almost every fighter close to his size with a pulse.

Shouldn't Sandy Saddler be ranked higher than Willie Pep in this aspect ?

I am don't have 20. I have five. Most dominate champion does not mean that these are the most dominate fighters.

    1. SUGAR RAY ROBINSON - I am not sure how many wins he had between the time he won the welterweight until the Middleweight fight with Jake, but it was the greatest reign of any welterweight ever. Great, Great competition during this period.

    2. CARLOS MONZON - 89 fights won in a row after winning the middleweight title.
    3. WILLIE PEP - Similar numbers to Carlos.

    4. JOE LOUIS - We all know Joe.
    5. ROBERTO DURAN - After his first loss to Dejesus, he controll and KO'ed everything breathing at 135 for almost 7 years.

Imagine if all those non-title fights counted.

The thing is that Mayweather ducked almost everyone at 147.\
Wladimir has his stoppage losses against him and then he stopped Brewster whom was probably not fully healed from his injury.
Vitali should have found the time to fight Rahman and maybe McCall too.
Jones also avoided almost every threat.
