I'd personally have Walker and Whitaker a little higher. Rodriguez has to be in there aswell in my opinion. As should Charley Burley, even if you don't count a lot of his work, he decisively beat Cocoa Kid inside the 147 limit, also Fritzie Zivic, and beat Holman Williams when both were around 148. Other then that it looks pretty good. Welterweight is one of the hardest divisions to rank because there's so many great fighters to include. All in all a good job.
Rodriguez and Burley should be on the list, thhey both would probably make my top 10. I think #4 is too high for Ross, and Jimmy McLarnin should be on this list as well imo.

Rodriguez is an absolute must in the top 10, certainly top 20. He was arguably one of the top 5 Welterweights of the modern era.
I gave him a brief thought before deciding to rate him as a Middle, where I figure he did most of his best work. He does have some pretty notable wins around the Welterweight limit though, such as Nonpariel Jack Dempsey, Mysterious Billy Smith, Tommy West, and the larger Kid McCoy.
Good list. I like Rodriguez right around Griffith in any welterweight list. Wasn't much to choose between the two. I like Armstrong 4 or 5 notches higher and I like Curry a couple notches higher. I may be a little biased on Curry but thought his brief prime was brilliant.
I thought of both Burley and Holman Williams, but I keep rating them as Middleweights over their time spent at welter. Rodriguez belong higher also, one of the errors on my part.
I would definitely hve Luis Rodriguez in there as well and I would say Sweet Pea ranks better than Marlon Starling, and Donald Curry would have to be in the mix if you include Starling since Curry defeated him.
