1.Pacquiao (beat drained shot fighters with roids)
2.Mayweather (beat smaller or senile shot fighters once every 2 years)
    3. TBA (Does that guy ever win?)

luician bute, nonito donaire and yuriorkis gamboa in that order.

pacquiao is in some ways (e.g credit for wins that are quite hollow such as DLH and marquez) but he is also a great fighter too so he doesn't deserve to be on anybody's list

As an underdog who lost against the two p4p best in the wworld how is Hatton overrated? If anything he is now underrated. Atleast he took these fights.

This is a funny list to me...
Zab Judah and Malignaggi- I think its funny because these two are so often written off- Judah won rounds against a fighter most people get swept by. (mayweather). In his prime he had debateably the fastest hands of his time and unified titles, but still people never gave him credit.

Malignaggi has never been ranked or rated by anyone. So to say he is OVER rated is silly IMO. Even when he was champion he barely broke top 10 in his division. I think Malignaggi and Judah are perhaps the most UNDER-rated or more over-written off.
I honestly havent seen enough of Mijares to weigh in on him, but from what people tell me, you may be onto somethigng about him though. :)
