Yes- But retroactively, WBO title holders from the 90s have now generally been considered champions due to the WBO's rise in relevancy. Damiani, Mercer, and Morrison are considered titlists, Moorer is considered a three time champ at Heavyweight- It's not how the tale was told at the time, but it's come to be that way. Look at the IBHOF and such. It clashes with what should be undisputed reigns and makes a lot more historic titlists than there probably should be, but these ideas have become commonplace.
Golota, Tua, Mercer, Ruddock, Ibeabuchi - were all serious fighters that didn't win a title. Very hard to determine and rank who the best of them were. All at a very similiar level, I think Golota may have had the most talent though but obviously had quite possibly the worst composure for any HW ever.
