But it usually is the fighter seen as: A) The World Champ B) The best fighter in the division (not always the World Champ) I'm sure some saw Floyd as the best WW the second he left JrWW. But his wins were pale in comparison to the other top guys despite his winning a belt. JMM does not have a single win at 140 and if faced against the top guys, still might not.
