Agreed. There's about 5 out of 5 all saying Shavers hit harder than Foreman. Insane really considering how hard Foreman hit.

There are almost always need to finish the best out there and it isn't easy. That's why Ali was never really KO'd even though he was badly hurt at times and Holmes was only KO'd once, and that was when he was way past his prime.

True, but to have such godly power and never be able to put people away like you should? Either you've not got that kind of power or you can't finish.
I think you make a bit much out of him not being able to put away Ali and Holmes. Those guys were nearly impossible to put away. He hurt both as bad as just about anyone. And both have him as the hardest puncher they faced. Between them they faced Liston, Frazier, Foreman, Weaver, Bonecrusher Smith and Tyson. That says A LOT in itself.
Just to put things into perspective: Most would probably agree that Bruno, Ruddock and Tua were among the most heavy handed HWs of the 80's and 90's. The best fighter they KO'd between them was probably effing Ruiz (or perhaps an aging Dokes).
