Among decent quality opp? The one I can think of where he took out an opponent with one punch without having him already seriously hurt is Botha. Berbick, Spinks and Holmes were already in bad trouble. Those I see as finishes rather than one punch KO's. The Botha KO was a legit out of nowhere one punch KO, though. You could of course argue Williams as well, but he didn't seem very hurt. Premature stoppage imo. But technically it must be seen as at least a one punch TKO, I suppose.
The thing as well is that he has dozens and dozens of ko's that aren't on film. The guy has something like 68 stoppages in 74 wins. Insanity. People can point to quality all they like but the fact is eons of lower quality fighters have shown iron chins against great punchers. The thing is Shavers could land on these lesser guys and as seen by his record it was pure devastation. You have to dig beneath the surface. Shavers had very ordinary stamina and his shots weren't enormously difficult to see coming for the most part. The shots that get thru unseen are often the worst. He also didn't do much damage accumulation wise against the better fighters because he just wasn't that good. He also didn't have the best chin. The guys that actually fought him (vs armchair experts wanting flashy high definition one punch ko's) all rave about how hard he hit, and it's one impressive list. When you have such a qualified list of fighters all singing the same praises you have to sit up and take notice. History is littered with people with utterly ridiculous power that were not great or in many cases extremely good or even overly successful fighters. A guy like John Mugabi did sweet fa when it comes to stopping top shelf fighters or even decent contenders but we know he hit like a truck. Andy Ganigan is the same. The guy had ATG power at 135 but did very little with it. Even a Tony Baltazar had ridiculous power at 135 as well but lacked too many other intangibles to cash in. Jaimie Garza is another. Those names are nabbed from basically the same short era. Having incredible power is just one small part of the overall package.

He's a big puncher who is let down by skill and stamina as well yes. He's not the biggest puncher of his era tho and doesn't have the accolades Shavers has.
Why isn't he one of the biggest punchers? He's got a huge number of first round KOs. More than Shavers even. Clearly, by your reasoning, that should count highly in his favour.
