No U.S. or U.K. promoters saw them as marketable. So no huge paydays for fighting cans and letting them juice up and not test them while their opponents get subjected to 24/7 testing.

That's true but Russia is coming more into pro boxing and these guys are talented and big hitters. I doubt there is zero pro interest in them
Majidov is past his prime yet peope still paint him as a boogeyman. He's looked old lately and Selimov isn't what he once was either. Abdullayev still had a lot left Time for Azerbaijan to buy some more fighters from other countries just like they did with Majidov, Selimov and Sotomayor
