I believe the ability of a fighter in a p4p sense has a lot to do with his ranking. Not sure exactly how it works or how it should work. For me, bottom line is that p4p lists have too much subjectivity in them, they're based on facts (records etc.) but not facts alone. In other words, anyone can make a case for p4p lists and noone can tell them they are 100% right or wrong.

He already cracked them. All the guys Pac did beat since DLH were doing great, got defeated (lot of them by Mayweather) AND THEN Pac would fight them. I dont know if its smart matchmacking on Pacs side or that he is trying to prove to Mayweather that whoever Mayweather defeats he can defeat also, maybe even better. From what I did see last fight I think Pac might be able to defeat Mayweather since everyting Ortiz can do Pac can do better. But since Mayweather has been the first to fight on several occasions, I think he deserves the number one spot.
fighters lose, no big deal. A lot of fighters have the best wins in their lives after a loss. Doesn't really matter most of the time. Sometimes fighters who are coming off a big win are just overhyped and not as good as people think
